With Tax income declines, entitlements now set in Democratic Party cement, war spending ever rising and tax reductions still in place the US Federal Budget deficit is bound to explode on the upside.

The dollar today is headed for its first test of .8050. Truth be known even a test of this level is absolute proof that it is stone dead. The opposite side of this is that gold will make the $750 before resting on this rally.

Software Will Let Users Dodge Government Internet Censorship

Developers from the University of Toronto plan to release software this week that will allow residents in restrictive countries to gain uncensored Internet access through friends' and family members' home computers.

The Citizen Lab at the Munk Centre for International Studies announced Sunday that it will release psiphon, a "human rights software project," under General Public License, by Friday. The system, part of the lab's CiviSec Project, is funded by the Open Society Institute.

It is not entirely bulletproof, but developers say it will be difficult for censors to identify and block psiphon.

People in free countries can install the free open source software and turn their home computers into "psiphonodes," or personal, encrypted servers. The psiphonode administrator can create and manage user accounts so friends and relatives can log in from censored countries. The encrypted connection allows people in restrictive countries to go to the administrators' unique Web addresses, login with usernames and passwords provided by administrators, and surf the Web.

The people living under censorship (the software developers call them psiphonites) never make a direct connection to Web sites through their own computers. The Web site operators cannot see users' information, though administrators can see everything the psiphonite does.

The psiphon Web site, which provides the software, doesn't have to be operative for the software to work. In other words, even if a censoring regime blocks access to the psiphon Web site, people in restrictive countries can access the wide open Web through their friends' and family members' computers.

The provider or administrator must have his or her computer up and running for people in other countries to access it. The open source software alerts administrators when their own network information changes so they can give psiphon users their new Web address.

Developers hope to distribute the software through social networks, allowing each administrator to create a network based on personal trust. If the provider only gives his or her computer address to a few trustworthy people, it will be difficult for censoring governments to identify and block his or her psiphon server, developers said.

However, censoring governments could catch on to the use of censor-bypassing software if officials infiltrate an administrator's social network and detect an encrypted connection to a home computer in another country. Developers urge verification through manual key certificate fingerprint identification to prevent man-in-the-middle attacks.

Developers said the software could be used to edit blogs, although it is primarily for Web browsing. It cannot be used for chat or VoIP. It works with Windows and Linux operating systems. Programmers are working on a Mac version.

The psiphon Web site contains a warning that bypassing censorship may be against the law and users should seriously consider the risks and potential consequences.

It may be interesting to see how the system goes over in China, where officials claim that, despite studies showing otherwise, they have trouble with access, not deliberate Internet restrictions.

Judge Strikes Down Bush on Terror Groups

LOS ANGELES (AP) - A federal judge struck down President Bush's authority to designate groups as terrorists, saying his post-Sept. 11 executive order was unconstitutional and vague.

Some parts of the Sept. 24, 2001 order tagging 27 groups and individuals as ``specially designated global terrorists'' were too vague and could impinge on First Amendment rights of free association, U.S. District Judge Audrey Collins said.

The order gave the president ``unfettered discretion'' to label groups without giving them a way to challenge the designations, she said in a Nov. 21 ruling that was made public Tuesday.

The judge, who two years ago invalidated portions of the U.S. Patriot Act, rejected several sections of Bush's Executive Order 13224 and enjoined the government from blocking the assets of two foreign groups.

However, she let stand sections that would penalize those who provide ``services'' to designated terrorist groups.

She said such services would include the humanitarian aid and rights training proposed by the plaintiffs.

The ruling was praised by David Cole, a lawyer for the Washington, D.C.-based Center for Constitutional Rights, who represented the plaintiff Humanitarian Law Project.

It ``says that even in fighting terrorism the president cannot be given a blank check to blacklist anyone he considers a bad guy or a bad group and you can't imply guilt by association,'' Cole said.

He said the Humanitarian Law Project will appeal those portions of the executive order which were allowed to stand.

A U.S. Department of Justice spokesman had a mixed reaction to the judge's ruling.

``We are pleased the court rejected many of the constitutional arguments raised by the plaintiffs, including their challenge to the government's ban on providing services to terrorist organizations,'' Justice spokesman Charles Miller said Tuesday. ``However, we believe the court erred in finding that certain other aspects of the executive order were unconstitutional.''

The judge's ruling was a reversal of her own tentative findings last July in which she indicated she would uphold wide powers asserted by Bush under an anti-terror financing law. She delayed her ruling then to allow more legal briefs to be filed.

The long-running litigation has centered on two groups, the Liberation Tigers, which seeks a separate homeland for the Tamil people in Sri Lanka, and Partiya Karkeran Kurdistan, a political organization representing the interests of Kurds in Turkey.

Both groups have been designated by the United States as foreign terrorist organizations.

The judge's 45-page ruling granted in part and denied in part a legal challenge brought by the Humanitarian Law Project, which seeks to provide training to the groups in human rights advocacy and provide them with humanitarian aid.

The Seligman Family: In The Civil War And After

Jewish financial contributions to the Civil War were overshadowed by the more dramatic and significant battles. Yet, the Seligman family's role in obtaining financial aid for the North is compared to the victories of the Union forces at Gettysburg and the contributions of Haym Salomon to the American Revolution by the Dictionary of National Biography.

When the Civil War began, the South had no problems in getting European credit while the North had trouble. Union bonds could not be sold abroad and the North was hurting financially.

The Seligman brothers, through their international banking firm, J.&W. Seligman and Company, were able to break this "no credit" wall when their Frankfurt, Germany, branch sold over $200 million worth of bonds. This was the opening that enabled the North to be financially sound in the continuation of the Civil War. As a result of being able to sell the United States bonds in Frankfurt, the government appointed all of their European branches as their fiscal agents in selling U.S. bonds.

At this time, the North owed the Seligman family over a million dollars for clothing purchased from them in their dry goods business.

Fanny and David Seligman had eight sons and three daughters and their eldest son, Joseph, immigrated to the United States from Germany in 1837. Joseph worked hard and he sent for his seven brothers as he accumulated enough fare. Jesse and Henry opened up a dry goods store in Watertown, New York, in 1848.

It was here that Jesse became friendly with a young lieutenant named Ulysses S. Grant, who was stationed there, and who was to become a great general in the Civil War. Jesse Seligman recalls in his writings that he was learning the English language and smoking penny cigars when he and Grant were having long conversations.

In 1850, Jesse and Leopold Seligman went to San Francisco with merchandise and established a lucrative business taking care of the needs of those involved in the gold rush. They returned to New York, where they had a large import and clothing firm. It was this firm that sold merchandise to the North during the Civil War and gave them over a million dollars of credit.

Jesse Seligman was a vice-president of the Union League Club of New York, but he resigned in 1893 when his son was blackballed be cause of his religion. He was for over 20 years the president of the Hebrew Benevolent and Orphan Asylum of New York and he was selected by Baron de Hirsch in 1891 as an original member of the board of trustees of the Baron de Hirsch Fund.

Jesse Seligman enjoyed the confidence and esteem of President Grant and some of his successors. Joseph Seligman was active in finance and he submitted a plan to the government on how to fund their operations. His plan was selected and he joined with the House of Rothschild in this undertaking.

Joseph Seligman was offered the position of Secretary of the Treasury by President Grant, but he refused the prestigious offer. He was very active in charity and Jewish affairs. Prior to his death in 1880, he was considered to be one of the leading Jews in the country.

A: Let me answer your question under two subheadings for simplicity's sake.

Responsibility

Few who write on the Web fully recognize the responsibility they have to their readers. I would also suggest that this statement applies equally to those in the print and electronic media as well. In contributing to the debate on questions of the day - whether they be economic, political, or both - you need to consider your words with attention and care, especially when someone else's livelihood is at stake.

Training

My father is Bertram J. Seligman. From simple observation and a study of history, I believe he was the greatest trader that ever lived. Yes, greater than Jesse Livermore who befriended Bert because of his talent.

Bert traded like an old master painted. He used to trade 10% of the NYSE's volume and ended the day with a 500 share position. He taught me to trade from as far back as I can remember. I sat beside him in the car, in the office, and in the house.

We failed miserably as father and son but succeeded beyond anyone's wildest imagination as partners. He was also a business man. He financed the first movies in aircraft via "In-flight Motion Pictures, Inc." He put the first refrigeration device in trucks via "Thermo King Inc."

A partner of Smith Barney who ran its trading department had inadvertently become a controlling shareholder in a small company and called Bert when the company asked him to lower his position. Bert took on the man's entire position and control of the company and went on to promote Dr. Land's new camera. The company eventually became Polaroid and Dr. Land visited my home on several occasions.

Bert financed a company that had invented a feminine hygiene product called Pursettes which was sold in the U.S. through the 1960's and 1980's. One of the great fortunes he made was in a metals company called Strategic Materials.

He was also a partner in deals and trading operations with Jesse Livermore, Old man Kennedy and Arthur Cowen. He invented what is today called the NASDAQ.

At my request, he left me totally out of any financial or material inheritance, having given me more than that: the knowledge to spot value in businesses and - more importantly - how to trade for a living.

I was in a trading department when I was 12 years old. At 19, I was an over-the-counter market maker maintaining 35 markets. That is the training and qualification you need to handle huge margin positions.

During the entire gold market, I never got a margin call - not because I never made a mistake but rather because I margined myself and if a call was pending I liquidated my holdings before the close of that trading day.

I am trained to be a survivor in a battle that takes no prisoners. You may not be. I live markets day and night. I come from the lineage of Jesse Seligman and a famous banking family.

Now you will love this. The Cartel of Common interest is comprised largely of Seligman firms. Yes, my ancestors founded them all except Merrill. Goldman and Lehman are my family's. Many of you made fun of me when I first told you those cartel members had met their match. Well, they have. They face the bloodline of their founder and did not know it until know.

The Solution

The solution for you is to trade gold and gold share options (limited loss and no margin calls) but not to write them. The solution is not to trade option spreads because nobody gets rich in spreads; they generally only launder money of scam commissions.

Dov Zakheim and the 9/11 Conspiracy

In a document called "Rebuilding America's Defenses: Strategy, Forces and Resources for a New Century" published by The American Enterprise's "Project for a New American Century"(1), System Planning Corporation (SPC) International executive, Dov Zakheim, called for "some catastrophic and catalyzing event - like a new Pearl Harbor" being necessary to foster the frame of mind needed for the American public to support a war in the Middle East that would politically and culturally reshape the region. A respected and established voice in the intelligence community, his views were eagerly accepted, and Dov went from his position at Systems Planning Corporation to become the Comptroller of the Pentagon in May 2001. (2) Perhaps not so coincidentally, it was an SPC subsidiary, TRIDATA CORPORATION, that oversaw the investigation after the terrorist attack on the World Trade Center in 1993.

SPC, according to their official website, specializes in many areas of defense technology production and manufacture, including a system developed by their Radar Physics Group called the Flight Termination System, or FTS.(3) This is a system used to destroy target drones (craft that would be fired on by test aircraft or weaponry) in the event of malfunction or "misses". This highly sophisticated war-game technology allows the control of several 'drones' from a remote location, on varying frequencies, and has a range of several hundred miles. This technology can be used on many different types of aircraft, including large passenger jets.

According to the SPC website (4), a recent customer at that time was Eglin AFB, located in Florida. Eglin is very near another Air Force base in Florida-MacDill AFB, where Dov Zakheim contracted to send at least 32 Boeing 767 aircraft, as part of the Boeing /Pentagon tanker lease agreement.(5)

As the events of September 11, 2001 occurred, little was mentioned about these strange connections, and the possible motives and proximity of Dov Zakheim and his group. Since there was little physical evidence remaining after the events, investigators were left only with photographic and anecdotal evidence.

This is a photograph of the Flight Termination System module, from their site.(5). Note it has a cylindrical shape, and is consistent with the size and shape of the object observed under the fuselage of flight 175.

The Boeing lease deal involved the replacement of the aging KC-135 tanker fleet with these smaller, more efficient Boeing 767s that were to be leased by Dov Zakheim's group. The planes were to be refitted with refueling equipment, including lines and nozzle assemblies.

In this enlargement of flight 175, we can clearly see a cylindrical object under the fuselage, and a structure that appears to be attached to the right underside of the rear fuselage section.

When seen in comparison, it is obvious that the plane approaching the Trade Center has both of these structures-the FTS module and the midair refueling equipment, as configured on the modified Boeing 767 tankers. Of particular interest is the long tube-like anomalous structure under the rear fuselage area of flight 175-this structure runs along the right rear bottom of the plane, as it also does on the Boeing 767 refueling tanker pictured.

After considering this information, I am convinced that flight 175, as pictured on the news media and official reports, was in fact a refitted Boeing 767 tanker, with a Flight Termination System attached. Use of this system would also explain the expert handling of aircraft observed in both New York and Washington investigations, which has been officially credited to inexperienced flight school students.

Since the refitted 767s were able to carry both passengers and a fuel load, as shown in this photo, it is likely that the plane designated Flight 175 was in fact a refitted 767 tanker, disguised as a conventional civilian passenger plane.

As shown in this photo of a 767 being serviced, the FTS unit, when in position, would be small and unobtrusive enough to be fairly innocuous (at least to casual observers, such as passengers). The smallest circle indicates the size and position of the anomaly depicted in the photos of Flight 175. The larger circle, which is the size of the engine housing, shows the size of the anomaly in relation to the engine. Note the size and position of the open hatches on the engine housing, which would tend to discredit the widely held theory that the anomaly is an open hatch or cargo door.


As the above diagram shows, all flights involved in the events traveled very near many military installations, and appear to have traveled in a manner suggesting guidance and possible transfer of the control of the planes among the bases.

Since the evidence from the World Trade Center site was quickly removed, there is little concrete evidence of the involvement of Dov Zakheim, who has since left his position at the Pentagon. However, the proximity of Eglin AFB to MacDill AFB in Florida and Dov Zakheim's work via SPC contracts and the Pentagon leasing agreement on both of these installations, combined with SPC's access to World Trade Center structural and security information from their Tridata investigation in 1993, is highly suspicious. Considering his access to Boeing 767 tankers, remote control flight systems, and his published views in the PNAC document, it seems very likely he is in fact a key figure in the alleged terrorist attacks in New York City on September 11, 2001.

IRS Enjoined For Violating US Court of Appeals Order

Schulz v IRS Bares Its Teeth

On November 6, 2006, a federal judge issued an order enjoining, prohibiting and restricting the IRS from enforcing a summons the IRS had served on the Glens Falls National Bank and Trust Company demanding WTP Chairman Bob Schulz’s personal bank records.

On November 1^st Schulz petitioned the Court to Quash the Summons on the ground that it was issued in spite of constitutional prohibitions barring retaliation by the government against those exercising Constitutionally protected Rights, including the First Amendment Right to Petition.

Schulz also charged the Summons was a brash act of insolence by IRS for violating a 2005 ruling from the Second Circuit Court of Appeals which defined the Due Process requirements for enforcing IRS administrative actions, and that IRS had acted in bad faith. Like Schulz, the bank is question is also domiciled in the Second Circuit.

On November 3^rd Schulz asked the Court to order the IRS to Show Cause why the IRS should not be enjoined from enforcing the Summons until the case was finally determined, including any appeal thereof. Schulz also asked the Court to include a TRO in its order.

The District Court Order granted Schulz all the protections he requested, including ordering IRS to immediately notify the Bank by telephone that it was not to comply with the demands of the Summons.

"And they would just tell you, 'Well, sure, it's a natural thing. It's part of the great globalization ... of the economy.' They assume it's a natural, evolutionary event that's going to occur here. I hope they're wrong and I'm going to try my best to make sure they're wrong. But I'm telling you the tide is great. The tide is moving in their direction. We have to say that."

Tancredo was in South Florida joining the likes of media giants Rush Limbaugh, Sean Hannity and Ann Coulter at a four-day event called "Restoration Weekend" which concluded today. The gathering was hosted by the David Horowitz Freedom Center.

He pointed to Florida's largest city as an example of how the nature of America can be changed by uncontrolled immigration.

"Look at what has happened to Miami. It has become a Third World country," he said. "You just pick it up and take it and move it someplace. You would never know you're in the United States of America. You would certainly say you're in a Third World country."

He said quickly changing demographics can cause big problems, and specifically cited the "Islamization of Europe" in recent years which has led to conflict across the continent.

Tancredo isn't the only congressman warning about plans to integrate the three nations of this continent.

Rep. Ron Paul, a maverick Republican from Texas, denounced plans for the proposed "NAFTA superhighway" in his state as part of a larger plot for merger of the U.S., Canada and Mexico into a North American Union.

As WND reported this month, Enrique Berruga, Mexico's ambassador to the United Nations, came right out and said a North American Union is needed – and even provided a deadline.

Berruga said the merger must be complete in the next eight years before the U.S. baby boomer retirement wave hits full force.

Tancredo – a heavyweight champion of the border-security issue, and whose new book on how to solve that vexing problem, titled "In Mortal Danger," became an immediate best seller – just may be elected president, Fox News's Neil Cavuto said recently.

"Illegals coming into America are sure to be front and center in the next presidential election here," Cavuto said on a June broadcast of "Your World with Neil Cavuto," "and Republican Congressman Tom Tancredo certainly knows it. He owns this issue. And straw polls show that, if he were to run for president, he just might well be president."

Worldwide Interest in RTP Stirred

It’s working.

We are making good use of the powerful concept of en masse activist resistance used in the movie, “V for Vendetta.”

“V” is helping us as we build support for the unalienable Right to a Response from Government to our Petitions for Redress of Grievances regarding the Government’s violation of the war powers, tax, privacy and money clauses of the Constitution.

“V” is helping us as we educate the public about the First Amendment’s guarantee of our Right to Petition Government for Redress of Grievances.

On November 6, 2006, a lone man in a “V” mask and clothing visited security checkpoints at the White House, the main Treasury Building, the Department of Justice and the Capitol, to deliver a letter and the Petitions for Redress. A short videotape of the encounters has made its way around the Internet, including links from sites such as MySpace.com.

The letter informed the leaders of the Executive and Legislative branches of the federal government that up to 100 people in “V” masks and clothing would gather in silent vigil at those locations on November 14th to await a response to the Petitions for Redress.

True to his word, at 11:00 A.M. on Tuesday, November 14, 2006, nearly 100 men and women in “V” masks and clothing could be seen walking along different streets in downtown Washington, DC, all heading to Lafayette Park across Pennsylvania Avenue from the White House.

By high noon, the “Vs” were facing the White House, in formation. Some were holding a 40-foot by 25-foot banner that read, “Dear Government…No Answers, No Taxes.” Four were holding smaller signs that read “Obey The Constitution – The Right To Petition.”

They waited about one hour for a representative of President Bush to approach them with some response to the Petitions.

As has been his wont, the President did not respond.

However, photographers, reporters, and tourists responded well to the rich imagery provided by the WTP demonstration. The appearance of dozens of “Vs” delivering such a message was attention getting to say the least.

There was a sidewalk press conference with one “V” who had a red rose protruding from his hatband. No tourist with a camera could resist stopping to photograph the scene, whether he or she was alone or part of the very large group of high school students that was on its way to a tour of the White House.

The “Vs” on the outside edges of the formation distributed hundreds of We The People Foundation brochures to anyone requesting one. The supply was nearly depleted by the time the formation moved on to the next location.

After the silent vigil in front of the White House, the “Vs” broke ranks and reformed, with banner and signs, a few hundred feet down Pennsylvania Avenue, directly facing the main Treasury Building where they waited a half hour for a representative of Treasury Secretary Paulson to respond to the Petitions for Redress -- especially the Petition regarding the privately owned Federal Reserve System and the violations of the money clauses of the Constitution.

As has been its custom, Treasury did not respond.

The number of photographers and reporters declined at this point, but the interest among the picture-taking tourists did not.

The “Vs” then marched down 15th Street and Constitution Avenue to the Department of Justice, where they waited for a half hour, with banner and signs for the Attorney General to respond to the Petitions for Redress.

As has been its tradition, the Department of Justice did not respond.

Interestingly, one professional photographer for the “Foreign Press Photo Service” took dozens of carefully crafted pictures while the “Vs” were waiting outside the DOJ building.

The “Vs” then marched to the Reflecting Pool and faced the Capitol as they waited for representatives of the House Speaker and Senate Majority Leader to respond to the Petitions for Redress.

Habituated, Congress did not respond.



Knowledge About Our Cause Is Spreading

It is too soon to know the full extent of the public’s information and awareness about the DC event. Here is what we know so far.

We received an email from a reporter who works for Brazil’s newspaper website http://www.estadao.com.br.
He is writing an article and wanted us to answer a few of his questions.

We received an email from the Director of the movie, “V for Vendetta.” He was aware of our events and said he wanted to send a few words of encouragement and was happy that “V” had made it into the popular vernacular. He closed with the words, “Fight The Power.”

An article will appear in Monday’s issue of “TaxNotes,” which is America’s leading tax news and research magazine.

We received word from a man who stated that while was passing through an airport Tuesday, he saw live television images of the “Vs” across from the White House.

If anyone learns of additional media coverage, please let us know.

Coming: 1,000 “Vs” in DC

Plans are now underway for a GiveMeLiberty 2007 Conference. Most likely it will take place in DC on a Thursday, Friday and Saturday. On one of those days we hope to assemble 1,000 “V” demonstrators on the street in support of our Right to Petition the Government for Redress of constitutional torts, including our Right to a Response and our Right of Enforcement if Government does not respond to our proper, constitutionally based Petitions for Redress.
We hope to convince those who were responsible for the making of the movie, “V for Vendetta” to help us obtain, hopefully by donation, the 1,000 “V” costumes needed for this next WTP event. If this happens, we would then give one to every person who attends GML 2007.

Pentagon to Build an Off-shore Mini-City for Terror Trials

The pentagon is building the true teeth of the newly signed Military Commissions Act of 2006 offshore, at gitmo. Just think about what it would be like to get carted by the thought police, with a black bag over your head, and brought to gitmo, where you will have no civil rights whatsoever.

The pentagon's new 125 Million Dollar city is designated purely for processing American Citizens all into, what is likely to become, the largest and most in-humane concentration camps ever created, in order to help usher in the North American Union and its Commu-Fascist agenda.

Shouldn't we stop them?

If we do nothing, they will form a socialist dictatership, in which they will take every remaining freedom until we a nation of share croppers. Dictatorships are designed to take away your assets and shift the wealth back to the 1% of the population who already holds 95% of the wealth.

The Upper 1% of the population have thoroughly destroyed the current economy and any future hope of any recovery; it is as if capitalism has been destroyed by design in order to guarantee that they would be able to form the North American Union and force the populous into submission through the economic tyrrany of the lawless Federal Reserve / IRS / ATF cartel that controls this nation.

Write letters to senators and congressman demanding that they sign a bill that will effectively curtail the legal amnesty, given to the torture masters at gitmo and in the Eastern European countries. That bill is the Effective Terrists Prosecution Act, it is Senator Chris Dodd's (D-CT) bill.

The Bill does the following:

• Restores Habeas Corpus protections to detainees
• Narrows the definition of unlawful enemy combatant to individuals who directly participate in hostilities against the United States who are not lawful combatants
• Bars information gained through coercion from being introduced as evidence in trials
• Empowers military judges to exclude hearsay evidence the deem to be unreliable
• Authorizes the US Court of Appeals for the Armed Forces to review decisions by the Military commissions
• Limits the authority of the President to interpret the meaning and application of the Geneva Conventions and makes that authority subject to congressional and judicial oversight
• Provides for expedited judicial review of the Military Commissions Act of 2006 to determine the constitutionally of its provisions

We need to demand decency in our civilization. We have to stop the organizations involved in this before this gets out of hand, or before you know it they'll be encouraging us to turn in our neighbors for whatever they define to be terroristic behavior; that's sure to change into, whatever the hell they want to drag you off to the courts for.

Pentagon wants to build mini-city for terror trials

The Pentagon wants to build a compound costing up to $125 million for upcoming war crimes trials at Guantánamo. The proposal has yet to be presented to Congress, which must OK funding.

The Pentagon plans to build a military commissions compound at Guantánamo Bay, Cuba, costing up to $125 million, a major undertaking meant to accommodate up to 1,200 people for the first U.S. war crimes trials since World War II, The Miami Herald learned Thursday.

If funded by Congress, the compound would be the largest single construction expenditure at Guantánamo since the Bush administration set up the offshore detention center in January 2002.

''The solicitation is unrestricted -- so any number of entities might want to bid on this,'' Pentagon spokesman Bryan Whitman said Thursday. ``We want to start construction as soon as possible, so we can begin multiple trials as early as July of 2007.''

The proposal calls for a work, residential and security compound on an abandoned airfield that in the 1990s housed a tent camp for Cuban rafters. Years before, it was the site of a hangar for U.S. military blimps.

The details are specified in a ''pre-solicitation notice,'' which The Miami Herald found posted on the web for potential government contractors. It was dated Nov. 3. Whitman said he believed it was, in fact, posted during the past 24 hours.

On paper, the idea resembles a mini-city, with housing, dining, meeting and courtroom space for those involved in the trials -- plus, Whitman said, a high-security space for top-secret and other classified materials.

The compound would cost from $75 million to $125 million and include a courthouse with two courtrooms, conference space, a closed-circuit video transmission center and a 100-car motor pool.

Asked why it would require housing for 800 to 1,200 personnel and a dining facility for up to 800 people, Whitman said the idea is to hold multiple trials -- and house ``any number of people -- legal and administrative personnel, media, . . . security . . . attorneys.''

To put the project in perspective, the annual operating costs at the detention center away are about $100 million, according to Rear Adm. Harry Harris, the prison camps' commander.

The project seeks to have two courtrooms completed by July, and an option to build two more before 2008, said another Pentagon official, who requested he not be identified because he wasn't authorized to speak for the department.

CONGRESS OK NEEDED

Whitman said the Pentagon would likely seek authorization and funding from the current, lame-duck Congress, which is still controlled by the Republicans.

No specific contractor is favored for the project, he said, adding the plan was crafted 'being very respectful of taxpayers' dollars.''

The Pentagon has not yet forwarded a formal proposal to Congress.

Bill Sutey, military advisor on the staff of Florida Democratic Sen. Bill Nelson, a member of the Senate Armed Services Committee, said: ``As a matter of law, it would require an appropriation. It's not even authorized yet.''

'To anybody it would beg questions: . . . `What are we doing here? Why are we doing it this way? What is the requirement? Why is it going to cost that much?' These are routine oversight questions and we will do this,'' Sutey said.

In June, the U.S. Supreme Court shut down the administration's first effort to stage the commissions, declaring the formula unconstitutional.

Now, armed with a new Military Commissions Act approved by Congress, administration officials are rewriting rules for the trials. They could resume in early 2007 with suspected terrorists being charged, according to the chief prosecutor, Air Force Col. Morris Davis.

Earlier efforts to stage the trials focused on alleged al Qaeda conspirators, among them Yemeni captive Salim Ahmed Hamdan, whose defense attorney, a Navy officer, challenged the formula in the civilian courts.

AL QAEDA DETAINEES

Since then, the CIA has sent to Guantánamo 14 suspected al Qaeda ringleaders -- among them alleged 9/11 mastermind Khalid Sheikh Mohammed. Their presence at Guantánamo has heightened international interest in any prospective war-crimes trials.

Mohammed and the 13 other men had been interrogated and held in secret for three or more years, out of reach of the International Red Cross, and never charged with any crimes.

Once the Pentagon makes a formal request, the first opportunity to fund the new complex would be to include in supplemental spending packages being prepared by Congress for votes after a Thanksgiving recess.

OVERLOOKING BAY

The Navy would administer the building contract for what the pre-solicitation notice calls a ''Legal Compound at U.S. Guantánamo Bay, Cuba.'' It lists the site as McCalla Field, an area overlooking the bay itself -- a considerable distance from the bluff overlooking the Caribbean where the 430 or so ''enemy combatants'' are housed and interrogated in a facility called Camp Delta.

A Camp Delta spokesman, Navy Cmdr. Robert Durand, said by e-mail Thursday that the secretary of defense's office is responsible for any Military Commissions activity, but he believed ``a supplemental budget appropriation request is going out soon.''
